AUDIT FEATURES AND DELIVERY FRAMEWORK
Cybersecurity at Codec Networks means comprehensive features,
scalable offerings, effective delivery methods, performance-driven
The service principally addresses FIU-IND’s Circular and guidelines, which requires a cybersecurity audit certificate from a CERT-In empaneled auditing organisation specifically addressing CERT-In Directions and guidelines.
The assessment evaluates whether the VDA SP maintains KYC information and financial-transaction records as per applicable guidelines and whether individual transactions can be reconstructed using relevant identifiers, timestamps, IP addresses, parties, public keys or equivalent identifiers, wallet addresses, transaction nature, date and value. Audit procedures are tailored to the agreed business model, technology environment, regulatory applicability and risk profile.
- Regulatory criteria mapping: Mapping of the FIU-IND circular, CERT-In Directions and applicable cybersecurity requirements to auditee controls and evidence.
- Registration-document readiness review: Review of relevant organisational, governance, system and supporting records forming part of the FIU-IND registration dossier.
- VDA-specific record-retention assessment: Validation of KYC and financial-transaction retention, data integrity, accessibility, traceability and transaction-reconstruction capability.
- Risk-based and asset-specific scope: Scope derived from the auditee’s business services, asset inventory, data flows and critical systems, including agreed applications, APIs, wallets, key-management systems, blockchain integrations, cloud services, databases, networks, security monitoring and third-party dependencies.
- Governance and control-effectiveness review: Assessment of control design and, where applicable, operating effectiveness through document review, interviews, observation, configuration inspection and evidence sampling.
- Authorised technical security testing: Manual and tool-assisted testing of agreed systems, including vulnerability assessment, penetration testing, configuration review and application/API security testing. Potentially disruptive testing is undertaken only with explicit written approval and defined Rules of Engagement.
- Objective and risk-rated reporting: Findings supported by verifiable evidence and linked to applicable requirements. Technical vulnerabilities are classified using relevant severity, exploitability and business-impact criteria, including CVSS and EPSS where applicable.
- Critical-risk escalation: Critical or high-risk findings are communicated through the agreed escalation channel without waiting for completion of the final report.
- Remediation and revalidation: Practical recommendations, management action tracking and follow-up testing to validate the status of agreed corrective actions.
- Secure audit-data handling: NDA-based engagement, restricted access, encryption, India-based storage where required, controlled retention and secure disposal of audit-related data.
- Independent quality review: Maker-checker review, authorised signatories and controlled issue of reports and certificates
The methodology is specifically designed to support the cybersecurity audit-certificate requirement under FIU-IND’s Circular and guidelines and verification of applicable CERT-In Directions and guidelines.
1. Engagement Acceptance and Independence
The engagement begins with independence and conflict-of-interest checks, confirmation of competent audit resources, execution of confidentiality arrangements and agreement on responsibilities, deliverables, timelines and limitations.
2. Regulatory and Business Understanding
Codec Networks reviews the VDA SP’s legal-entity structure, covered VDA activities, customer channels, technology architecture and registration status. Applicable FIU-IND and CERT-In requirements are translated into an audit criteria and evidence matrix.
3. Risk-Based Scope Definition
The scope is developed from the auditee’s asset inventory, data flows and critical business services. Priority is given to systems that create, process, store or transmit KYC and transaction information, including:
- VDA platforms, web and mobile applications and APIs
- Wallets, custody systems and cryptographic key-management environments
- Blockchain nodes and transaction-processing integrations
- Databases, cloud services, networks and security-monitoring systems
- Identity and access controls, logs, backups and recovery arrangements
- Technology vendors, custodians and other critical third parties
Scope and sampling are proportionate to asset criticality, data sensitivity, threat exposure, transaction volumes, control maturity and potential regulatory or business impact.
4. Audit Planning and Rules of Engagement
Codec Networks prepares the audit plan, information request, testing procedures, sampling basis, testing window, authorised tools and escalation matrix. Potentially disruptive activities are undertaken only where expressly included in the written Rules of Engagement.
5. Governance and Control Assessment
Policies, procedures, responsibilities, risk assessments and supporting records are evaluated through interviews, observation, documentation review and evidence sampling. The audit considers both:
- Test of Design: whether a control is suitably designed to address the applicable requirement and risk.
- Test of Operating Effectiveness: whether the control operated as intended during the period and for the samples examined.
6. VDA Record-Retention and Technical Validation
The audit verifies whether KYC information and financial-transaction records are maintained for the required five-year period and whether selected transactions can be reconstructed using relevant parties, IP addresses, timestamps, transaction IDs, public keys or equivalent identifiers, wallet addresses, transaction nature, date and value.
Authorised manual and tool-assisted testing may also cover applications, APIs, infrastructure, databases, access controls, configurations, vulnerabilities, logging, incident response and agreed third-party dependencies.
7. Risk Evaluation and Reporting
Observations are linked to applicable requirements and supported by verifiable evidence. Findings are assessed using severity, exploitability and business-impact considerations. CVSS, EPSS, CWE and CVE references are applied where relevant. Critical and high-risk matters are communicated through the agreed escalation channel without waiting for the final report.
Deliverables may include:
- Executive summary and overall security-posture assessment
- Requirement-wise compliance and evidence matrix
- Detailed technical and process findings
- Risk ratings and practical recommendations
- Remediation and management-action tracker
- Scope, sampling, exclusions and audit limitations
8. Remediation, Revalidation and Closure
The auditee implements corrective actions and provides closure evidence. Codec Networks performs follow-up testing and records each observation as closed, partially closed, open or not verifiable. The final report and applicable cybersecurity audit certificate may be issued only where the agreed scope and certificate criteria are supported by sufficient and appropriate evidence.
Please Note:
The audit is a point-in-time, scope-specific assessment based on the assets, versions, environments, records, samples and evidence made available to Codec Networks. FIU-IND retains sole authority over registration, rejection, suspension, cancellation and requests for additional information. Audit information and metadata may also be shared with CERT-In where required under Section 10.6 of the CERT-In Audit Guidelines.
Codec Networks applies an independent, business-focused and risk-based audit approach for Virtual Digital Asset Service Providers seeking to address the cybersecurity audit requirement. The approach is specifically aligned with applicable CERT-In Directions and guidelines.
Our Audit Principles
- Independence and objectivity: Findings are based on verifiable evidence and professional judgement, without being influenced by the desired audit outcome.
- Circular-specific assessment: The audit focuses on the cybersecurity certificate requirement under FIU-IND guidelines, while considering relevant supporting records
- Risk-based coverage: Greater audit attention is directed toward systems, data and processes that could materially affect KYC integrity, transaction traceability, wallet or key security, customer assets, regulatory reporting and service availability.
- Evidence over assertion: Policies and management representations are evaluated against supporting records, configurations, logs, system outputs, transaction samples and other objective evidence.
- Design and operating-effectiveness testing: The audit assesses whether controls are suitably designed and, where applicable, whether they operated as intended during the agreed audit period.
- Manual and tool-assisted validation: Automated tools are supplemented by interviews, walkthroughs, configuration inspection, sampling and manual security testing.
- Controlled and authorised testing: Technical testing is performed only against approved assets, environments and testing windows under written Rules of Engagement. Potentially disruptive testing requires explicit permission.
- Secure handling of audit information: Audit evidence and reports are protected through confidentiality agreements, restricted access, encryption, controlled retention and secure disposal practices.
Specific Audit Focus
Based on the agreed scope and risk profile, the audit may examine:
- KYC information capture, integrity, protection, retrieval and retention
- Financial-transaction record completeness and retention
- Reconstruction of selected transactions using relevant parties, IP addresses, timestamps, transaction IDs, public keys, wallet addresses, transaction type, date and amount
- VDA applications, web and mobile platforms and APIs
- Custodial wallets, private keys, cryptographic controls and access management
- Blockchain nodes, integrations and transaction-processing systems
- Databases, cloud infrastructure, networks, endpoints and security configurations
- Logging, monitoring, incident detection, escalation and forensic readiness
- Vulnerability, patch, change and secure-development management
- Backup, recovery, resilience and business-continuity arrangements

The audit is relevant to VDA Service Providers undertaking covered activities such as VDA-fiat exchange, VDA-VDA exchange, VDA transfer, custodial wallet or key-management services, safeguarding or administration of VDAs, and specified financial services connected with the offer or sale of VDAs. Applicability is activity-based and should be independently assessed by each organisation.
The principal requirement is contained in FIU-IND circular. It requires a cybersecurity audit certificate from a CERT-In empaneled auditing organization.
It requires VDA service providers, VDA exchange providers and custodian wallet providers to retain KYC information and financial-transaction records for specified periods. Transaction records must be maintained so that individual transactions can be reconstructed using relevant identifiers and transaction details.
No. The certificate is one component of the registration process and does not guarantee registration or regulatory acceptance. FIU-IND retains sole authority to seek information and approve, reject, suspend or cancel registration.
The scope is agreed after considering the VDA SP’s covered services, asset inventory, data flows, critical systems, customer channels, transaction volumes, technology architecture, threat exposure and third-party dependencies. The scope, environments, timelines, exclusions and testing permissions are documented before fieldwork begins.
Depending on risk and applicability, the scope may include VDA platforms, web and mobile applications, APIs, wallets, custody systems, cryptographic keys, blockchain nodes, databases, cloud services, networks, access controls, logs, monitoring systems, backups, recovery arrangements and critical third parties.
Evidence may include policies, procedures, asset records, architecture and data-flow diagrams, access records, configurations, KYC and transaction-retention records, logs, incident records, backup evidence, vendor documents and selected transaction samples. Audit conclusions depend upon the completeness, accuracy and accessibility of the evidence provided.
Authorised manual and tool-assisted security testing may be included where relevant to the agreed scope. Source-code review, smart-contract audit, red teaming, social engineering, DoS/DDoS testing or other specialised assessments are included only when expressly contracted and authorised through written Rules of Engagement.
The duration depends on the number and complexity of in-scope assets, environments, locations, third parties, transaction flows, evidence readiness and remediation requirements. Timelines are finalised after initial scoping and may change if material assets or risks are identified during the engagement.
Depending on the agreed engagement, deliverables may include:
- Executive summary and overall security-posture assessment
- Detailed audit observations and risk ratings
- Technical vulnerability findings
- Remediation and management-action tracker
- Revalidation or closure report
- Applicable cybersecurity audit certificate
Findings are evaluated using control weakness, likelihood, exploitability and potential business or regulatory impact. Technical vulnerabilities may be classified using CVSS and EPSS and mapped to CWE and CVE references where applicable. Critical and high-risk matters are communicated through the agreed escalation channel.
A certificate may be issued only where the applicable criteria are supported by sufficient and appropriate evidence and the required audit and revalidation procedures have been completed. The certificate identifies the audited entity, scope, assets, versions, environments, period and applicable limitations.
No. International standards and frameworks may be used as supporting audit or testing references where relevant. Their use does not provide ISO certification or OWASP or other third-party accreditation or endorsement.
The auditee’s management remains responsible for regulatory applicability, accuracy of information, operation of cybersecurity and AML/CFT controls, remediation, risk acceptance and continuing compliance.
